The Central Visayas Regional Development Council (RDC) is seeking either a remedial legislation or executive measures providing penalties for individuals and corporate entities who accept 4Ps cash cards as loan collaterals.
The call to the National Advisory Committee through the 4Ps Oversight Committee was made through a resolution passed by the RDC during its 2nd Quarter Full Council Meeting on 23 June 2022.
Based on data gathered from the DSWD 7 Grievance Tracker, there are 1,003 reported cases of pawned cash cards from 2017-2022. The actual number of reported cases related to pawning may be higher, if the unreported cases are considered.
Pawning of cash cards will adversely affect the achievement of the 4Ps’ goal of improving the health, education, and nutrition aspects of the lives of the beneficiaries. Currently, there are no laws, policies or sanctions against individuals and organizations who accept cash cards as loan collateral.
The Pantawid Pamilyang Pilipino Program (4Ps) is the national poverty reduction strategy and human capital investment program that aims to break the cycle of generational poverty. The National Advisory Council is the program policy-making body of the 4Ps and is tasked to formulate and recommend policies and strategies to enhance and improve the implementation of the program. Under Republic Act 11310 or the 4Ps act, the 4PS Oversight Committee is also established to determine inherent weakness in the law and recommend necessary remedial legislation or executive measures.
